The facts13

  1. 1The Convention

The Ramsar Convention (the Convention on Wetlands) was adopted on 2 February 1971 at Ramsar, Iran; 2 February is World Wetlands Day. India joined (acceded) on 1 October 1981, the day Chilika and Keoladeo were designated, and the Convention came into force for India four months later, on 1 February 1982.

  2. 2What a wetland is

    Used by 1 past question

Article 1.1: any area of marsh, fen, peatland or water, natural or artificial, permanent or temporary, static or flowing, fresh, brackish or salt, including marine water no deeper than 6 metres at low tide.

  3. 3Earth's kidneys

    Used by 1 past question

Wetlands lock up pollutants and heavy metals in their sediments and plants, and aquatic plants absorb excess nutrients, so water leaves them cleaner. That is why wetlands are called the kidneys of the Earth, as rainforests are its lungs.

  4. 4Goal: wise use

    Used by 1 past question

The Convention's mission is the conservation and wise use of all wetlands. Wise use means sustainable use: a wetland is used, but its ecological character is kept.

  5. 5A Ramsar site

    Used by 1 past question

Every member must designate at least one wetland to the List of Wetlands of International Importance; the wetlands on it are Ramsar sites. A site meets at least one of 9 criteria, such as regularly supporting 20,000 or more waterbirds.

  6. 6Not every wetland

    Used by 1 past question

The Convention does not make it mandatory for a country to protect all its wetlands: it asks for at least one site and the wise use of the rest "as far as possible".

  7. 7India's route

In India the State or UT identifies a wetland; the Environment Ministry (MoEFCC) coordinates approval and forwards the proposal to the Ramsar Secretariat.

  8. 8The 2017 Rules

    Used by 3 past questions

A Ramsar site is deemed notified under the Wetlands (Conservation and Management) Rules, 2017, made under the Environment (Protection) Act, 1986; they replaced the 2010 Rules. They ban encroachment, solid waste dumping and untreated waste or effluents in a wetland, but do not apply in areas under the Wild Life (Protection) Act, the forest laws or the CRZ.

  9. 9Montreux Record

    Used by 2 past questions

The Montreux Record lists Ramsar sites whose ecological character has changed, is changing or is likely to change. India's two: Keoladeo (Rajasthan) and Loktak (Manipur). Chilika was removed in 2002 after restoration.

  10. 10India's count

    Used by 1 past question

India has 103 Ramsar sites, up from 26 in 2014: the most in Asia and third in the world, in 28 States and UTs. Tamil Nadu has the most (20), then Uttar Pradesh (14).

  11. 11First, largest, newest

    Used by 1 past question

First: Chilika Lake (Odisha) and Keoladeo National Park (Rajasthan), both on 1 October 1981. Largest: Sundarban Wetland (West Bengal), 4,23,000 ha. Newest: Sukhna Wetland (Chandigarh) and Sauj Jheel (UP), announced on 15 October 2026.

  12. 12Where UPSC asked

    Used by 2 past questions

Hokera Wetland is in Jammu and Kashmir, not Punjab; Sasthamkotta Lake is in Kerala, not Tamil Nadu. Renuka Wetland is in Himachal Pradesh, Rudrasagar Lake in Tripura, and Sakhya Sagar inside Madhav National Park, Madhya Pradesh, a Tiger Reserve since 2025.

  13. 13National programme

    Used by 1 past question

MoEFCC began a national wetlands programme in 1986 to help States carry out management plans for priority wetlands. It now runs as the National Plan for Conservation of Aquatic Ecosystems (NPCA), which merged the lake and wetland programmes into one scheme.

RememberRamsar, Iran, 2 February 1971; India joined on 1 October 1981, in force from 1 February 1982. 103 sites: Tamil Nadu the most (20), Sundarban the largest; on the Montreux Record, Keoladeo and Loktak.
